The Australian Veterinary Association policy says that they should only be used by a veterinarian or by someone supervised by a veterinarian. If you were wanting this sort of treatment for yourself, I'd take some homebrew to the vets and see if you can get them in the mood to give you a zap.

Yes it saves quite a lot of effort compared to having to restrain a teaser as well. Used in a crush like that, Bull breeders can process quite a number of bulls for semen testing in a short period of time with fewer staff. Generally a vet capable of doing this would bring their own device sized appropriately for the type of livestock. A good vet can stick his arm in there and manually massage it to get a sample but it seems to require more effort than preg testing a female and would seem to be fatiguing if they did it manually like this on a number of bulls.
