Looks like a Handy Import jobbie, perfectly fine for an electric HLT and people report no scorching when used as a kettle, if I hadn't recently finished rebuilding my HLT I'd be very tempted to get one myself

From what I can measure 5mm base?

this was purchased part of a bulk buy, cost me about $110/15 maybe even $120 cant recall now

couple people have asked for more details so have found the bulk buy thread it was purchased from, it actaully cost $138 but cant remember if that was with shipping to Perth, anyways $100 it is.
