Can't Get Fg Down!

Hello fellow homebrewers, I've got a Coopers Euro Lager fermenting at the moment, been in for 14 days. Fg is reading 1016 and hasn't moved for the last three readings. I put in a can of goo, 1kg of BE1 & 500g of light dry malt with s-23 yeast, pitched at 19c (I know pretty high, but couldn't get it lower - too much hot water!) Got down to 14c the next night and ketp steady for the last two weeks, 13-14c. OG was 1043 and i have been expecting it to get down to 1012. Given her a shake and swirl but still no movement. Any advice welcome.

PS - tasting sen-bloody-sational out of the test tube! Can't wait for 12 weeks when finally finished fermenting!
