Are you sure you don't mix it up with Germany? We INVENTED stupid bureaucracy!

But, wherever in the world you meet Belgians, you'll have a party. i have some friends there. Their country is so little (only 10 million inhabitants on 30.000 km), and except fine chocolate and beer they have nothing so throw on the world market. But they export their geniality, kindness and talent for organization to all over the world. It's always a pleasure to meet Belgians and work with them!
