    You could do it, but would be a pretty inefficient way of doing it. (Expensive and hard to maintain heat) If you want to do partial mash, just get a cheap stockpot(15l from kmart or 19l from Big W) and use a job to heat and oven to maintain temp.     Not sure you should! Don’t forget the area of a circle is pi*r^2, so 2mm ID tube will have an area 1/36 of a 12mm tube. Flow might or might not be throttled that much, but difference will be huge!

    If you’re after consistent, the splicer above plus 4mm hose will give you that. A massive reduction in area, so will dramatically slow the flow down...
