i dont use a false bottom in my urn, that way after the mash i use a long stick with a metal scourer cable tied on the end and i use that to scrub the element after the mash and when i put hops in and have never had that issue again and i do step mashing as well

i am pretty sure (american co2) bottle and regulators have i different thread, so most place will not fill them plus no Australian compliance stamp on the bottle, i think you could take it and get a new valve and bottle check but they still might not do it as it is not australian standard stamp...

i all ways use a metal scoura zip tied to a long spoon to wipe off the element after the mash, and sometime if i am walking past around the 30min mark , i have never had a burnt element again.
