Now we're talking, a successful starter should look something like this picture. You can see it is bubbling quite well, eruptions will be occurring from the trub layer at the bottom also (not shown). This is healthy enough to pitch, it may not sustain this level of activity for very long, so don't dilly- dally at this point. If you have a production wort ready, pitching any time now would be good. Just tip it into a partially- full fermenter, add the remaining water to stir and you're just about done.
