The layout plan.
The HERMS PID is controlled by the thermocouple on the outlet of the MLT not the outlet of the HERMS coil.
All Valves are 1/2" except the drains which are 1/8" Valves to prime the pumps.
The 'L' port valves are 'T' ports to make the installation easier.
The control valve going TO the coil in the HLT shouldn't be a control valve it should just be an isolation valve. In these applications bypass control is the most effective, and you definitely don't want two controllers fighting each other.
 
Both the HERMS valves are just solenoid valves (On/Off), not control valves (sorry I probably drew wrong symbols). Both are controlled by the same PID output that drives a multi-switch relay. They both switch over from the same relay.
 
Ah, of course. Easy, that will work very well then. :)
