Yeast starter krausen ring

Hi guys, i'm thinking of making some yeast starters and i was wondering how large the krausen ring will get on a 1L starter. I'll use a 2L erlenmeyer flask on a shaker. Also just as a side question, should i culture at 37c or the the temperature the beer should be brewed at?

I use a 2L flagon for my 1L starters. I don't use a stir plate (shaker?) but I never get a krausen big enough to make a run for it.

I would certainly not subject my yeast to 37c, usually 20-22c.
