Read 400 bits of info conflicting eachother for dried yeast particularly saf series do I need a yeast starter or to rehydrate for a 21 litre kit and booster + specialty grain batch or am I stuffing around for the sake of it?

No need for a starter for that quantity. However, rehydration is definitely recommended - sprinkling dry yeast in allegedly kills 50% of the yeast in the packet.

Conjulatet page without the ego, rehydrating yeast at room temp for 30 mins good enough?
 
Here is another version of Tips and Tricks.
Try not to miss the point that the temperature you hydrate is "Critical" verses "god enough".
