Whats with the roasted barley?

So I just found this recipe for a Foreign Export Stout online. Now, correct me if I'm wrong but does 3 pounds/1.4kg seem like an awfully large amount of Roasted Barley for a 19L batch?

9 lbs. English pale malt
3 lbs. Roasted barley
.5 lb. Crystal 40L malt
.5 lb. Black patent malt
2 oz. Kent Goldings hops at :60
 
23%, at the high end but far from undoable.
You might need to have a look at your pH, think chalk addition.

i would have assumed there was a . missing from in front of the 3
 
My bad, yes 23% still pretty high. Not impossible though.

30% dark grains though... I'm currently boiling a stout on the stove as we speak. It's 15% dark grains.
 
I've used up to a kilo in a FES, doesn't taste as harsh as you might think.
 
27.5% roasted malts in Courage RIS clone. Tastes amazing, it was 18% 500ebc Brown Malt and 9.5% Carafa III.
