Sleepy yeast or just done?

I had an incident with my fermenter heater, it died. The brew dropped to 12c before I noticed.

I checked the gravity and it was a bit high a little under 1.020 after starting at 1.065.

I bought heat belt and installed it, it rose up to 20c over night. No activity for a day or so so I gave it a gentle stir with a sanitised brew spoon. Another day or so later, nothing and all the yeast dropped again.

My question is, can I fix this or is it done?

Should I repitch some more yeast?

What yeast & how much?
Mash temp & time?
Malt bill?
 
I used a ~2L starter of WLP090.

Mashed at 65c for 90mins.

3.5kg pale
2kg Vienna
1kg Munich I

Was expecting FG of closer to 1.013

Pretty sure there was still a bit of yeast activity when the heater died.

I'd try a fast ferment test before pitching any more yeast.

How long ago did you pitch?

1.065 to 1.020 is only 69% attenuation, i'd definitely be expecting a finish of 1.015 at the highest based on the info above.
 
Have you checked the gravity after heating it up and stirring? No visible activity doesn't necessarily mean no activity!
 
Had similar thing recently. Heated, swirled then dropped another 10 points without any indication anything was happening.
