I have an 11l cube which i use for no chill. As my system uses a 19l kettle for mashing and boiling it only allows me to make 11l. I also have a 15l cube. Would i be able to make a high gravity 11l batch and put this into the 15l cube seal and roll it around to sanitize the extra space with the hot wort. Then i would like to top up the 15l cube with hot water to achieve my OG for 15l.
 
Sounds fine. If you're going to add hot water anyway, you could top it up to 17.X L pre-boil so that you end up with 15 L neat. (Not sure what your boil-off rate is, but I get 2.3 L/hour in the 19 L BigW pot.)
 
I would preboil the top up water and add to the cube first. It effectively sanitises the cube before you've added your wort. Better to leave the cube sealed once you have added any wort.
