My first AG attempt - Oatmeal Stout - advice/suggestions

Yup, so after 3 months of K&K and extract brews I've decided to give an AG brew a go...so excited!
My LHBS has recipe packs with instructions so thought its an easy way into the big league

Here's what the pack consists of & their online PDF instructions:

Recipe based on: 70 % Mash Efficiency

Ingredients -
Grains:
4000gm SMMarisOtterPaleMalt 500gm BL Flaked Oats
450gm SM Crystal Dark Malt
300gm SM Chocolate Malt
250gm BR Dextrin Malt
200gm SM Roasted Barley

Wort Clarifying Treatment:
Clarifier – Whirlfloc (1/2 - 1 Tablet) - Add last 5 minutes of the boil

Hops:
● 60gm Fuggles: Bittering Hops boiled for 60 minutes
●15gm Pride of Ringwood: Flavouring Hops boiled for 60 minutes

Boil Size 23l
Batch Size 19l
Mash Time 60min
Boil Time 60min

Yeast:
Yeast (Dry) - Safale S-04 (11.5 g)

First thing I noticed, why is the PoR boiling for 60min for flavouring? Is this a misprint, should it be 20 min?

Also, if I wanted to make it a Oatmeal Milk Stout, could I just add 500g lactose at boil & if so, how long before flame out?

I'm just gonna do a stove top BIAB...nice and simple...what could go wrong right:)

I would say its a misprint POR does not really lend itself well to Flavouring, more a bittering hop

EKG would go better for a flavour hop
 
The pack didn't come with EKG, just 60 fuggs and 15g PoR...if the recommendation's wrong, can you suggest a hop schedule with what I have? (In the fridge I also have Galaxy, centennial, cascades - realise these aren't really suitable for Stouts though...)
