I have noticed that when you pour the beer for measurement, it holds a higher gravity, but as the but if you leave it, the beer goes flat, and the gravity drops 2 points or so.

My question is, when do you read the gravity? when the beer is flat? in other words, leave it to sit before reading the gravity?
 
Twirl the hydrometer to knock off co2 bubbles, then read. How marked are the differences you are seeing?
 
For a true gravity reading the sample should be degassed (put into a jar and shaken) and measured at 20C.

Depending on room temperature you will find the latter to be more true.
