Think I know the answer but I'm just checking.

Got a delivery of 3 packets of Wyeast today, noticed the plastic bag had a bit of brown liquid in it.

Sure enough one of the smack packs has a tiny hole in it, not big enough to see but if you squeeze the bag, air escapes.
Will it be ok to use or should I bin it?

make a starter and taste the wort if its ok pitch it if its infected toss it. Get onto the place you got it from if they will send you a replacement then ditch it or try a starter to make sure.
 
Got a leaking one once, as usual split into 4 (3 vials +1 into starter)
Thought it would be stuffed but starter tated fine, all three of the vials turned out ok too,might have been lucky . Worth trying imo.
Last vial was about nine months old when used .cheers
