after a good hoppy American IPA recipe? would consider an English version also but leaning towards American.

Have a look in the recipe db mate, whole section on IPA's

Bit hard to just give you a recipe, What ingredients do you have already?
 
I have some stella and topaz hops, no biggie if I don't use them, although topaz sounds like it would be nice in an IPA, apart from that no other ingredients.
checked recipe data base only found 2 IPA extract recipes
 
...mmm not used Topaz so sorry cant offer any advice on that one... or stella for that matter..

there was THIS discussion, maybe dig a little deeper and see what you can turn up on the hops

If you're comfortable with steeping spec grains then just swap out all of any AG recipe's base malt for extract. Bob's your great-aunt's nephew.

Maybe swap out some of the extract for ~500g of dex to account for the less fermentable nature of extract. Won't be exactly the same but no reason it can't be great.
 
I'd probably start with this;

3kg LLME (2 cans) (or an IPA kit can & 1kg LDME)
500g Dex
250g Caramunich I (steep)

Then a bunch of hops of your choice
