my main concern was does it need to be food grade.

i bought a 55 litre bin from kmart was only $15 and wanted to soak the bottles in there.

No, not if it's only being used to soak your bottles. What solution are you soaking them in? Are they glass or PET?

Soak in the bathtub, why soak your bottles in non-foodgrade plastic!
