Cookie on Front Page

Thanks to some suggestions and feedback in this thread I have implemented a cookie on the front page.

Once you visit the front page - with the splash logo - a cookie is now given and then next time you visit it will take you straight to the front portal page. Hope this allows people to browse the site faster.
