CO2 bottle won't fill

Hey folks

Picked up a second hand CO2 bottle on the weekend.
Took it to my usual place to get filled (aquarium), but they have had problems with it.
Essentially they can't get the bottle to take any gas. As if something is blocking it.
It has a tag on it that it was last checked in 2010.

So I either ask the seller to take it back, or get it fixed.
Is anyone able to suggest a couple of quick easy things I can check, or do I need to take it to a specialist and pay to have it repaired.
 
Some gas bottles have a lug in the outlet. Gas is able to exit with the lug in place but gas will not be able to enter. If you look in the valve outlet and see a hexagonal hole then you probably have one of these bottles. It's a matter of removing the lug with an Allen key and filling as per usual. Just replace it after filling.
