Hi
Silly question but when cleaning a keg or fermenter with PBW do I fill it to the top or only add a certain amount?
Same goes with sanitising - fill it or is there a set amount for each?

You can get by with making up one litre and swirling/shaking the keg. The hotter the water the better, up to about 65 degrees.
 
Do you have to fill it for this to work?
For purging all the air to work properly, yes. If you mean for cleaning to work, no.

The idea is that if the keg is absolutely full of sanitiser, then there cannot be any air in the keg. Then you purge the keg with CO2, displacing the sanitiser but without admitting any air.
