Boiling hops in water then adding extract

That's strange they say that, I have done exactly what that guy has done and yes after doing it that way it does come out a lot clearer for most beers, not all though.

Anyway it would seem a unusual practise as hops need to be isomerised with the wort in the boil.
May be flavour hops will work well using this technique. (precursor to tetra hops,pre-isomerised hop oil)

I have done mini mashes where i've added the extracts in the last 10 mins of the boil.
enough time to get a hot break without darkening.
This also allowed me to get better isomerisation out of my hops in the boil of the primary grain wort .
however the grain wort in those cases was at least 50% of the starting gravity and the extracts just made up the rest of the gravity .
