As per the title, I wanna make a APA of sorts and well, I have a bunch of Target hanging around, so what are your thoughts?

I'm not too fussed with keeping true to style.

Other hops I'm considering to use for flav/aroma are chinook and cascade

Go for it I say. Report back with your opinion.

If you're using US style yeast and late hops, English bittering hop will not change the end result that much. Should give the beers a slightly spicy twist, sounds good!

Would be ok. Has a highish aa% and a fruity/citrus thing that would work. Some chinook resin is also good to offset the fruit of later additions

I regularly use target to bitter pale and ipa's. It gives a nice smooth bittering.
