Alpha versus Flavour

According to BeerSmith2 with no hops in the boil and all added at flame out;

* 20min steep/whirlpool above 80c = 45 IBU's
* 30min steep/whirlpool above 80c = 57 IBU's
* 40min steep/whirlpool above 80c = 65 IBU's

Am I also getting more hop flavour with longer steep/whirlpool or just more IBU's?

Flavour and IBU's, my next brew is a Summer Rye, no hops in the boil and a 20 minute steep at flameout.

So do you think hitting IBU's in the boil and then putting flavour hops in the cube (i am no chilling) would give me more flavour?

There are a couple of posts floating around, personally I don't add any hops to the cube.
