In Germany, you could also try Cologne and/or Dusseldorf.
I'm in Brisbane and I don't use a heater in winter. It only gets cold enough to need one for about a month if you only brew ales.
I brew Lagers in winter and ales in summer. Love a good Bock or Schwartzbier in the colder months.
What about buying Fresh Wort Kits? You can keep them for months and then just tip into the fermenter and add yeast when you have spare time.

You're trying to ferment out 45 L of lager with one smack pack at 60% viability?
As suggested above, you'll need at least two starter steps to get to the required pitch rate. Pitch the smack pack into a 2.0 l starter and step up to a 5.0 l one.
That should give you the 750 billion you need.
Totally agree, Witcher 3 is an amazing game. Way better than Dragon Age Inquisition. I got bored with that very quickly.

Check out Moeder Lambic Fontainas. A great bar with a heap of different Lambic beers on tap.
t' Brugs Beertje. This is a great bar, huge beer selection and great owners.
Cambrinus. Another great bar / restaurant with a massive beer list...
You should be able to get Lindemans, Timmermans, Tilquin, Boon, Oud Beersel, 3 fountain, or maybe even Cantillion from good specialist bottle shops.
Then it's a case of trying the Gueuze, Oud Gueze, Kreik, Oud Kreik and Frambiose if they have any.
