If youre brewing it for you to drink, brew it the way you like it. If youre brewing it for others, brew to their taste. If youre brewing to enter in a competition then brew to the style parameters. All of the above maybe with or without crystal malts
My general recipe rules for a no chill ipa
50% of the ibu's from the bittering addition. I fwh if using a high aa hop otherwise a 60min addition of northern brewer.

2g/l dry hop after fg reached. 2g/l when chilled
I also believe the merri region still has many open waterways and is therefore subjected to higher than "usual" treatment at times. I remember a picture of one of those water ways with bags of rubbish that had been thrown in.
