I recently made a Blonde Ale with WPL550 and it had some really nice flavours fresh that seemed have dropped off after a few weeks. Everything I read about them said to that the longer you leave them the more complex the flavours got.
3068 is best under pitched. Stress those little yeasties! That said I'd still check the gravity like razz said. 3068 has always been slow to start for me, you could try rising the temp to about 20C see if that helps.
2 drops per 700ml. Don't worry about the cold crash temp.
I mainly bottle in 500ml and still go 2 drops per bottle.

I have a double filter on our tanks carbon filter and a 5 micron. other then that I don't treat it any other way.
